CONDITIONS OF PARTICIPATION
INVITED PEOPLE
Number of invited people: One person (Chief of Delegation) and two players at most (FIDE rating +2250). Exceptionally, players under 2250 FIDE could be invited, and thus the delegation enlarged.
Lodging d maintenance: The organisation will take care of lodging and maintenance expenses from 20th August (dinner) to 29th (breakfast), in the appointed place (Full board: lodging, breakfast, lunch and dinner). No extra expenses are included. Should the invited people need to stay an extra night, it the meals will be at their own expense. Invited people will be lodged in Avilés.
Accommodation: shared rooms in the Public School El Quirinal (near the playing hall). The rooms will be classrooms equipped with bunk beds. Tournament participants will have free access to the Avilés Sport Complex facilities: swimmimng pool and covered multisports courts belonging to the school
Travel: Players will pay for their travelling expenses. The venue will be the Sports Centre Los Canapés: Concordia Street, Versalles Avilés. Telephone: 985-52 54 42 until 23:00h. Should there be any problem on arrival, please contact Ana Rosa: 675346617
Entry fee: Invited people needn't pay for the entry fee.
Travel aid: The first six IM or GM registered will have 180 € as an aid for travelling expenses.
Visas: Should it be needed to obtain a visa, the organisation will send a letter to the Embassies.

Rules
1. The tournament will be played over 9 rounds following the International Swiss System. Each play session will last five hours (90' + 30'' added in each move, until the fall of the flag). Digital chess timers will be used.
2. The tournament will serve for the obtaining of FIDE, FEDA and FAPA ratings.
3. Tie-breaks: a) Progressive; b) Bucholz System; c) Five-minute games (one win)

5. Registration deadline is August 12th.
6. Registration fee is 5 € for players under 12 years old (born in 1993 and later) and 20 € for players older than 12 (born between 1985 and 1992). No player will be paired who has not previously paid the registration fee.
7. Registration fees must be paid into the Caja de Asturias Bank account number 2048-0150-26-0340003296, with the participant's full name.
8. Each participant is OBLIGED to confirm his/her registration sending full name, telephone number and date of birth to Fax number (0034) 985 51 09 56 or email sanagustin@ajedrezaviles.com, attaching certification of payment from the bank.

The prizes and trophies will not be accumulative, with the exception of the special trophy for the best player from Avilés.
Tournament Rules
1st - The games will be played daily at the Polideportivo de Los Canapés from August 19th to August 27th over 9 rounds beginning at 16.00 h. Last round will start at 10.00 h.
2nd - The Swiss International sytem will be used. The tournament will serve for the obtaining of FIDE, FEDA and FAPA ratings.
3rd - Pairings will be made by computer. Objections and claims will not be admitted except in those cases where the protest is as a result of an error in the input of data or parameters, and in those cases only two hours before the beginning of the round.
4th - Game rhythm: All moves must be made within 90 minutes, but each time a player makes a move he / she receives 30 extra seconds. That is, 90 minutes + 30 seconds / move.
5th - The prizes will not be shared and will not be cumulative. Ties in the final standings will be solved in the following way:
1) BUCHOLZ -1
2) BUCHOLZ without eliminating any opponent.(Total Bucholz)
3) The sum of Progressive Points. In case of tie the first round score will be discarded, if the tie persists, the second round score will be discarded, etc.
4) Five-minute games (one win)

7th - The Competition Committee will be made up of the Tournament Director, the Tournament Technical Director, the International FIDE arbiters, and other members to be appointed by the organisation.
8th - Those players that do not turn up for two consecutive or alternate rounds will be disqualified. The organising committee has the right to disqualify any player that does not attend the presentation.
9th - At the end of the game, ALL players must set up their pieces, and leave the original scoresheets, duly filled in and signed, at the tournament secretariat in the hall of play. They must also leave the clock along with the scoresheets at the judges' table.
10th - Unsporting behaviour, as so judged by the Competition Committee, will be sufficient reason to disqualify a player from the tournament.
11th -The special trophies will not be compatible with the other OPEN prizes, with the exception of the best player from Avilés.
12th - The pairings will be put on display in the hall of play.
13th - All that which has not been foreseen or laid down in these rules will be resolved by present FIDE regulations and the Competition Committee.
14th - The "José Ramón" trophy has been created for, and is destined to, those people (players, delegates, technical staff etc.), organisations or entities that, in some way, have stood out during, or before, the tournament as a result of acts or behaviour worthy of special recognition. This trophy will be awarded by the organisation by virtue of the merits displayed.
